Albemarle County Land Use Handbook, Chapter 5

description

This document explains the history of the Dillon Rule and its implementation. The handbook also discusses the rule's limitations on a locality’s land use powers. Some contentious issues include: efforts to provide affordable housing; legislation related to aesthetic and architectural design; and zoning regulations. Specific examples such as these provide a foundation for understanding abstract principles of the Dillon Rule.

What is the relationship between state and local governments? How does the Dillon Rule impact state and local government? What are some potential problems or issues with the Dillon Rule? How do these issues get resolved?
