Governor Kaine Announces Energy Saving Donation in Virginia State Parks

description

One of Governor Kaine's initiatives is to create a clean energy plan in Virginia. This document provides an example of how that policy is carried out on a local level. Certain electric companies agreed to work with the state to donate more energy efficient compact flourescent lightbulbs (CFLs) to state parks in Virginia.

What is the relation between public entities (the government) and private entities (businesses) in this interaction? How does each side benefit? Are there any potential losses or downsides to this arrangement?
